Why would the chosen one establish a new town?

This is the only thing that bothers me about this mod Confused .
I expected him to be busy after Fallout 2 trying to figure out the geck and being the elder after new arroyo was created.
Then what is the point of the quest of fallout 2 if they could just move to a better land or he could have just leave and safe himself?.

That's a good question. The MR story has it this way:

The Chosen One returned to Arroyo after saving his tribesmen and delivering the GECK. Things were going well at first - everyone was happy and grateful, and the town prospered.
However, the Chosen One was no longer the enthusiastic, idealistic boy he was when he first entered the Temple of Trails. He now was a grown man, with demons in his mind, dark secrets in his heart and a wanderlust that the idyll of Arroyo couldn't quench. He has soon grown restless and was looking forlornly into the wastes again.
The Chosen One's desire to leave was further strengthened by the expansion of the New California Republic. When Vault City, Redding, Modoc and other nearby towns were annexed, the Republic, ever hungry for resources and wealth, soon turned its eyes on the prosperous New Arroyo.
The Chosen One knew what NCR deals look like and didn't feel like going through it all over again. New Arroyo ceased to be a peaceful home - it has become yet another arena of political struggle.

The Chosen One announced his departure. A group of Arroyans who cherished the old ways of the Ancestors (including Jordan, Morlis and Mynoc) and an adventurous bunch of Vault Dwellers decided to tag along.
The party went east, seeking to get away from the NCR's influence. The Chosen One attracted more followers and a bunch of wastelanders joined the party, as well as a couple of the Chosen One's friends (among them Cassidy). Finally, they arrived at the vast Mojave wasteland - a wild country far from NCR's greed.
The Chosen One's party found the ruins of a pre-war town called Elko and decided to make it their home. Elko soon prospered, but as history likes to repeat itself, the Chosen One left Elko too, this time in secret, and disappeared in the vast wasteland. Now it's up to you to find him.

Well, i wouldn't call "evil" the influence of the NCR...they do what they do, but they're dealing with a post apocalyptic world and sometimes not so pleasant measures are required.
Anyway, i am satisfied of this explanation about the post Fallout 2 situation.

You're right, I rephrased the text. I was writing mostly from my head, not the design docs, so some cliched bullshit got through Razz
