Gotta be either between fallout 1 - 2, but probably after fallout 2 because of the NCR flag at the end there...

Dont know what to say, the Nod trooper there did not look to "fallouty".

So it looks like the NCR is the major faction in the region, not a surprise. The guy's helmet at the end reminded me of some other fairly recent game, though I can't think of what it was. I assume that he's wearing an environmental suit? I'm not so sure how well this rebuilding thing is going to work. I liked the robot in the video, thought it looked very fitting for Fallout.

Unsurprisingly it's just a teaser trailer.
