But even in morrowind who was memorable? Dagoth ur and Vivec, cant think of much else.

Crassius Curio. He had the most distinctive personality among the Hlaalu heads. Plus the Telvanni masters are pretty nutty in their own ways (like Dratha and Therana). Morrowind had some characters with distinct personalities but then again, Morrowind had real writers working on it unlike modern Bethesda.

I would if the NPCs actually gave decent directions like morrowind did.
