The Vault (OG Fallout wiki) was alive and well and had plenty of active users - not a forum per se, but similar.
RPG Codex and other RPG forums had their dedicated sections/threads to Fallout.
Bethesda forum was active too IIRC, but it was, well, Bethesda.

I think a lot of this is because character models in WL3 tend to be overly expressive and seem comical more often that not. I do agree that the overall art style in WL2 was grittier. UI also gave more of that atmosphere too.

I had thought this was going to be an Arcanum spiriual sequel and had gotten excited, but then I watched the video.
