There's going to be a storymode server I believe, a freeroam server for PVP (no quests) and other gamemodes , i think there's a few player controlled trading factions getting made as well. Here's the recent patchnotes might answer some of your questions...

That's only if they are using the game assets packaged in with some kind of Multiplayer installer, this requires a purchased copy of the game on steam. Pirated copies will not work.
