Pretty sure there is a lot to consider. IIRC there is a lot of language far from dictionary/academic vocabulary as well as some sentence constructions. And yeah, simply - there is a lot of text.

No. The game is released with the 1st patch already. I keep enjoying it. The scale is larger than any other mods, comparable to original FO2 maybe. It is also renamed to Fallout: Nevada to satisfy grammar.

Currently I explored pretty much of the Western part of the map with the assigned quests and I'm going to Wind of War for the first time.
