SPOILER So it seems that I have got a glitch, as I was there already and I found the final receipt between the lab and Hal Wallis but when I go to the mayor, he is asking who runs the lab anyway… I can go to the police, tell them about the lab and then I get EXP and cash, they can raid the lab...

And who is the owner? That is the last thing I can`t figure out and I don`t want to lose more time on it...
