What I don't understand is what happened to the Big Mountain tie-in? Some of his in-game logs mention the machines that raked the Divide with lighting and such. What happened to this plot point?

Does he? In OWB we see Securitrons being made at Big Mountain and Dr Zero imitates a quote from House, something like "We can make Securitrons better than Big Mountain."
Only cause they had too, Bethesda stills calls all major canon-related aspects of NV - like not adding anymore Power Armour in OWB and not setting Vegas before 2277. As far as I am concerned the existance of the Remnants and their story of Navarro is what was originally intended.
Bethesda didn't allow the Enclave to just die with Navarro - like they were supposed too. As drained of creativity as they are they simply resurrected them.
Not only does that refer only to Richardson but it's also contradicted by the fact that the NCR is led by a President. They said nothing in Fallout 2 about the Enclave's fate though I believe it's more than obvious that the Remnants we see in Vegas are pretty much what was going to happen...
