A lot of my attempts to research this stuff have put everything into one pile, which means stuff that never left the concept art stage is lumped in with stuff that's basically in the game and just broken or missing one thing.
Like on a sliding scale. On one end stuff that's basically in the game and just needs some scripting fixes to trigger properly. On the other hand stuff cut in the concept stage we barely know about. In between that would be stuff that's mostly finished, but needs some extra content, stuff with significant remnants in the game, but huge chunks missing, stuff with minor remnants in the game and we don't fully know about it, stuff cut before development but with a lot of art and concept fleshing, and stuff basically pitched as an idea and abandoned.
 
That was kind of what I'm asking. People put stuff like those sentient badgers or whatever that was cut well before implementation in the same list as something like the traitor in the FOTA or that mission in Junktown with the boxer and his girlfriend that just needs a scripting fix and a line of dialogue. Even with cut locations from what I can gather the Burrows and Irwin never got anywhere, while the Vipers Gang and their base camp got decently far
