The Dutch Ghost is the guy to ask. Basically not much. Unless you count PoS which I think dealt with the region, and was going to further in the sequel.

Yeah. Search through the sub forums down there. There are a few proposed Texas based games that never got off the ground. Midwestern BoS remnants could be there in theory.

Still need to play tactics. Guess it's mandatory if I want to make TC mod.

There have been enough references to it that makes it canon. The BoS destroyed the Calculator but later their power was lessened due to being spread out all over the midwest. It's the only ending that fits.

Tactics was fun, and I recommend it

I keep hearing mixed opinions about Tactics. Risewild said that it was boring.

Still I will play since it is officially semi-canon. Should I play brotherhood of shit too?

You hear mixed opinions about Tactics because people wanted a full RPG. The base game is good for a Tactics style game, but the engine is also highly moddable. It was a little buggy but so was Fallout 1 and 2.
