The idea was for the world of Fallout to not have ICs. To be stuck in the Vaccum Tube age.
But by Fallout 2 Josh Sawyer already thought that IC's existed in the world of Fallout, because if robots used vacuum tubes, then the Pulse Grenades wouldn't really damage them, but Fallout 1 already has Pulse Grenades and they are only effective against robots.
