Another point is that the core of Victoria 3 is about the transformation of subsistence economy into industrial economy fueled with steam or electricity. Lots of cool stuff if you replace the coal with Fallout Fusion Core, for instance. I can't say the same with HoI4's OWB.

Then there is the taxation law mechanic alone which can portray just how severe NCR's infamous taxes are in grander scale of context.

Nobody plays it sadly.
