So is it a near perfect Mafia game?

I just found it funny as it's the same as my view on Fallout 4. However I don't think F4 has any sort of "narrative".

If Fallout 4 had narrative, then I weep for the people who work hard at producing quality narratives who are considered inferior to Bethesda.
