Where did you hear that? They've always said it won't be ported to consoles, and at most it might come to tablets.
It actually looks very similar to how I imagined it would look, although maybe a bit cartoon-ish as others have said. I like it though.
Maybe EA is setting themselves up to buy out InXile and use them for future Wasteland games to compete with Bethesda and the Fallout series.
It starts in the same location but moves into California, the vision document mentions downtown L.A.
