The issue with "private servers" being reused public servers is so far only a rumour. I've asked some pretty basic questions on these reports for testing and no one has been able to prove it. Primarily that if these weren't truly private you would find structures left behind at any workshop...

Agree but a lot of people will still likely buy it for the simple reason that $10 a month for 1650 atoms alone is cheaper than regular atom prices. Most things in the shop probably hang around the 500 range

They tweaked weapon CND and repair costs along the way so it likely doesn't work the same as it did when you played. CND perks were a must-have at some point but I never use them myself in the current version of the game.
