    Not a good example because not only can you help out the powder gangers, you can kill literally every single person affiliated with the NCR on your way to the Strip and once you leave the Tops you are forgiven.

    I think that skill checks in those games work by taking your skill and adding/subtracting to it based on difficulty. So it’s possible to have 100% chance to pass most checks. There are some checks that are either pass/fail too I think.

    I think the bigger issue is that Megaton is the only place in the game that definitely for sure has a water purifier yet their economy doesn’t seem to be built around it.
