Yes, it is correct. I think the reason is, some maps were unplayable without High Res Patch.

Aphyosis is right. High Res Patch is installed by default, so until you deactivated it somehow, it is still on.

I can't comment on the game, because I didn't play it, but from what you described I can't say it sounds racist. Evil big black guy? Aggressive black gang? Sorry, but no. Racist America from fifties ? Hell, yes.
