It's kinda like in the old Fallouts. You can raise your SPECIAL stats to 10 through leveling up and raise it above 10 with items gaining the benefits of that stat even more.

Borderlands 2 was stupid an annoying with it's jokes, but it's side quests were very well done compared to Fallout 4 because a lot of them were either connected to the time that happened right before Borderlands 2 or they were about Borderlands 1.
