When it comes to enemies, not exactly. For example after you clean up Corvega, the raiders that spawn there later on will be just as weak, or a bit stronger. But that's because it's so close to the starting point of the game, and level of the enemies is at least partially dependent on location...

The guys on the ground indeed do win most fights, but I must admit that I've come across quite a few downed BoS vertibirds. Which is funny, because didn't BoS come with just 4 of them docked under the Prydwen? After all, canonically vertibirds were rather short range support/transport gunships...

It only shows bad balancing on the part of Bethesda. They have flooded the game with crappy gear and made actual weapons really rare. You need something like level 25-30 and be somewhere in the southern part of the map to start seeing enemies carrying proper weapons. Not great weapons, but...

@SomeGuy But the thing is, that power armor *should* make you immune to small calibers. You can't hurt a tank with a rifle, no matter how many times you shoot at its armor. Real life armor rarely does just reduce damage, most of the time it either stops it completely(save for blunt trauma) or...

Just stumbled upon a mod that rights the big wrong in the game: Rebalances the PAs and makes the T-51 better than T-60. http://www.nexusmods.com/fallout4/mods/4439/? I wish there was a mod that outright swaps T-51 for T-60, so that all of BoS wears it, but I guess I'll have to wait for it.

You can set up connections between different settlements, which basically gives you access to stuff from other settlements. As in, if you have lots of junk stored in one workbench, you will be able to use it to build stuff in another settlement that is connected to it. And that's pretty much it...

Damn, poor AAA developers, looks like a bad holiday season for them. :D

You can build some sort of a bench in your settlement, assign a settler and he will randomly generate scrap materials for you. Dunno how much they produce though.

Evolved? No. Changed? Yes. Evolution implies improvement. This is not what happened to fallout.

So far that's a second patch in a row with "General memory and stability improvements". And the game supposedly runs so well... :P

I would say the maps aren't up to it. Too much rubble everywhere to drive anything bigger than a motorbike. Fallout New Vegas would be fine, since it's mostly open plains, but I dunno why there isn't one, probably time constrains. There are mods that add this kind of things though. Fallout 4...

The only one consequence I have seen so far was the quest in Vault 81.
