You will invariably get more bang for the buck with a desktop. You can always build it yourself. There's not really such a thing as a "best desktop", not in the same sense anyway.

I have a pair of AKG 518DJs that are decent, they're like $50-60, depending on where you live. I'd probably get more expensive ones today though.
