    A good place to start might be to look at how it was done in Oblivion (as far as I remember, there were multiple mods that did this). It is likely to be similar for Fallout 3. Depending on what you find, you can probably accomplish it with the reworked BSA extractors and/or TESsnip.

    That worries me a bit. Provided you placed the file in the mentioned location, I had hoped that the game would consider that the newest version, and use that. That's how the Oblivion engine works (except it's bugged for the textures). I doubt it, but I could be very wrong.
