I found a sort of compromise - you replace one of the weapon sounds for any weapon (2d or 3d) with your new sound in the respective directory, then direct both 3d and 2d of that weapon to the unmodified one. Then you can direct the sound to the one you replaced in the .esp.

Is there a way to add new sounds to a new weapon without replacing the original sounds? All the sounds seem to be sourced from Fallout3.esm instead of an outside directory, like textures.

Yes for everything, with the possible exception of turn based, and old fashioned fast travel. It's just the sheer amount of effort mostly which would prohibit such things from being done.

Unfortunately it doesn't use a real gas cloud effect, just one of the explosions found in Bethesda's files. That means it won't spread through tunnels correctly. Not sure but I think we might have to wait until the GECK to make such drastic modifications to the effects.
