I'll write it again for all with different language Versions: Rename your data\text folder called English into German or what ever language you may have. You'll have mostly english dialogs and german(or other) voices after that, but thats how it's supposed to be.

You will have to rename the the folder called *English* in data\text into *German* to see all english dialogs. Most of the game will be in english then and only a few dialogs and all voices remain in german.

Hi! I'm having the same problem as you and im also running the german Fallout 2 Version with killaps Patch applied. My game does also crash if i try to enter the vertibird crashsite. I'm running the game on Windows XP Home 32 and 640x480.
