Naw man. Give them horses. Maybe some of the advanced factions can have vehicles, but give the average wastelander a way to get around.

Because they literally have things like Rangers, BoS knights, Legion Charioteers, etc: Just give em horses. Wind vehicle and bikes are lame, and Fallout's universe is to devoid of any livestock anyway.

Which is why I say, give them some two-headed horses.

It makes sense. They literally have NCR Rangers, but no mounts for them to use. They should add horses to Fallout. Hell, if it “conflicts with the lore” (<Even of the extinction of horses has never been stated in canon) just give them two-heads and add them add.
