Franchise reboots are a rather masturbatory activity.... Fallout came to be at all because the developers had lost the right to make another Wasteland game. I think that all the energy that would go into rebooting Fallout should be put into making a game that would strive to be as revolutionary...

The dwellers of Vault 8 had stripped most of the tech from their Vault to build Vault City in the first place. The water purifying system was probably dismantled, the bits used elsewhere.
