Actually, getting Roy into the tower by unleashing the Feral Ghouls give you negative Karma. Also Fallout 3 is a game, trying using your imaginations to see pass the small bits that lack detail.

Unlike RPGs that you have to consistently play to keep up with the story line, this you can pick, enjoy for an hour, then not touch for a few weeks and play again. Its very arcade like in that sense.

Firearms are not that bad that you must steal the Hand Cannon, unless its part of your character concept. I would just work for it. Whenever I stole the Hand Cannon early in the game, i felt really dirty and cheap and i would use it till the end of the game. I don't think I ever bothered...
