By canon he means, well, canon. Tictacs isn't considered as canon among the Fallout fans, because it contradicts too much with the previous games. Here's a small list from the The Vault that shows inconsistencies in Tactics...

Tannhauser, the BBM was quite awful... I had to keep running away from the caves and coming back for a few times because I always needed new equipment :roll: But, yeah... I think I am now nearing the end in Arcanum and I must say that I've enjoyed the journey. I haven't had time to play it...

I wouldn't mind seeing brahmin dragged caravans, steam trucks, Corvega or Highwayman in action. I don't intend that there should be lots of those vehicles in the Wasteland cruising around, but it'd be neat and somewhat exciting to see them running at some point.

I wouldn't want to see; -talking animals -talking plants -talking deathclaws -too many easter eggs -too much "adult" themes like in Fallout 2. (It was way too exaggerated in Fallout 2. I mean New Reno and the porn studios etc, now.) -New Reno -mobsters -guns that won't fit the canon ...

9/10 Just plain cool.

Yeah, I love Mark Morgan's ambient soundtrack in the first Fallouts. But I don't think they need to keep the original music in Fallout 3. They should compose something quite similar, ambient, not-too-noizy... Just something that works in that atmosphere. I actually didn't like the new...

A friend of mine had a similar problem years ago and it turned out he had a pirated copy of Fallout,,, Really, it sounds that you have a copy, in which all the "extra" (cut-scenes and death animations) have been removed to make the game's file size smaller.
