Well, you just convert it. It's not hard to get realistic picture in Fallout palette. The real job is to get Fallout-looking picture from that too realistic art.

Fallout patch is just a patch, it's basically new Fallout 2 exe and patch0000something.dat, you don't need to run installer for that. Unfortunately, you are probably going to run into problems again, so get a decent system (Windows XP, Linux, Mac OS).

If you don't mind the performance (it's a laptop after all), buy anything with integrated Intel graphic card. If you want to play some games, go for nVidia. Never buy ATI (=AMD now) cards, they have driver issues.
