In my experience you don't ditch the clip. I can't speak for raiders or anything like that, but i believe the Military issues a limited number of magazines which are loaded from spare bullets. It certainly makes sense to me to reload when the clip still has ammo in it if you get a chance...

I don't think that's what Lexx meant. Engine limitation means the engine literally could not handle hills or valleys. It wasn't a matter of determination as it was literally impossible to implement them.
