I think there's little chance of that with the low-tech aspect considering new vegas and it's vault were essentially untouched by the fall and we already know new reno pretty much survived intact. whether or not new vegas and their vault were picked clean by opportunists is another story but...

Why do you say fudged up? At the time FO2 came out I think they tried pretty hard to get in some good, cutting edge modern weaponry. I don't think anyone can disagree that the weapon base needed to be expanded at that point anyway.
