You need a program called dat2, and write the dos commands in the window to create a new .dat file. Or you can simply install dat2 + dat2frame, if you don't want to mess with dos. Download 'Dat2 Version 2.32' and 'Dat2 Gui', here: http://www.fallout-files.de/index.php?c=katdetails&%20CAt_id=14

You can't sell mods... otherwise there would be a lot of rich modders of popular games. If I'm going to modify Fifa for example, I would need the creators' authorisation to sell a mod of Fifa. Sorry if I don't agree with you...
