How would they prevent people from starting their own businesses, selling and trading with each other. I have heard a lot of communists talk about how oppressive capitalism is but how do get a communist society without oppression?

I personally would like to see a Fallout set in Berlin, lots of history to the place, lots of extremist ideologies you can play with and you would just have room to do something extremely new with the Fallout franchise without pissing all over the cool stuff in the American west coast. What do...
