Erm...you do realize that you could also encounter all the encounters in FOT when in the first bunker... it's just that they were located around the map....
 
I dunno, there would be something interesting in having different random encounters occur after certain events. Like after the supermutants invaded Necropolis there would be more groups of SM around the area and no ghouls. Or maybe you drove raiders out of one area they would be found more often in another area.

I think random encounters were nicely made in Fallout 2. The system works well, it has great "easter eggs" and I wouldn't mind if they were exactely alike...
 
I would also like to see more Random Encounter scripts, for example, if you are a hubologist and you are fighting with them against the other guys, and you kill them all (bad guys) the Hubs turn and start shooting you. Or vice versa. I'd like it that if you helped the other guys that look like Ian, they'd thank you and leave or give you something, an acknowledgement at least.
 
In Fallout 1, go along the coast. You'll encounter a group of people fighting with raiders. If you help them, they'll say thanks and give you some caps. But I guess you already knew about this encounter...
