A Couple of Mod Suggestions/Questions

I'm replaying Fallout 2 yet again, and I've realised that the one thing missing from the game, for me, is a larger selection of clothing/armor. It would be great if there could be a few more choices of especially high-level armors apart from the power armor and improved power armor. Last time I played a sneaky, smooth-talking, thief type character and it really seemed inappropriate roleplay-wise for him to wear the power armor. The power-armor seems to me only suited for a full-on warrior type character. It would have been great if there could be a high-level light armor, with perhaps some bonuses to sneak, or agility or something like that. Anyway, I'm wondering if anyone has done any mods that add different, unique types of armor to the game. If not, could anyone tell me how difficult it would be to do, and how I might go about doing this. I haven't done any modding for Fallout 2, so I have no idea how to proceed. I don't know how loot works in Fallout 2, but what I'm thinking of is unique items that would be placed, if this is possible, in specific places, rather than having some kind of script making them appear randomly as loot.

My second question/suggestion has to do with the possibility of adding extra locations to the game. In my view Fallout 2 would be perfect if there could be more room for exploration and if all that desert contained a bunch of "dungeons," i.e. bunkers, caves etc., which were either connected to side quests or simply filled with enemies and the occasional unique item. Is it possible to add, for instance, a cave system, or bunker to the main game? And if so, how would I go about doing this. I don't have anything grand in mind, but I've never tried modding this game so I don't know how complex it is, and especially if you need to be familiar with some form of scripting, which I'm not.
 
Pretty sure in some random encounters you can go inside caves to find them filled with combat armor-wearing bandits and what-not. Usually has some treasure chest at the end with a prize too.

Only found that a few times though.

The robbers - I think it's a 1 in 13 chance on any random cave map...they're good for the loot, if you survive the battle. 8-)

Last time when i played such character, i'd wear APA only for additional carry weight, nothing more. From the start to the end game was a one talking challenge. You know, even Horrigan isn't that bad, when you can get Granite's sympathies and that pesky president access card right before you pay visit to final boss. Armor? For what?

For sake of RolePlay i just wear black leather jacket, and it fits "sneaky, smooth-talking, thief type character" pretty nice for me.
