A foolish beginner needs help

It Wandered In From the Wastes
I´ve soon finished Fallout 1 (i´m playing around...) and I think it´s great, and just because of that I search the Internet to get some info about editing and such stuff. And I don´t have a clue how I could start.

My questions:

1. I have serched to get an editor for Fallout 1, but there´s just for editing characters. How could I make a new world (I want a post-apocalyptic Sweden :wink: ) and I wonder what tools I need (and where I can get them)

2. Where´s some beginner-kind tutorials for the thing above...
 
there are NO official tools for modding fallout 1..
fallout 2 however does have an official editor and scripter..

it's a hell of a lot of work to make a totally new world mod for fallout 2..
we've been making our mod for about 18 months now and are still only about 30 percent done with it, and there's about 10 of us including mappers, scripters, writers artists, and multiskilled people...

By the way, I found this IanOut and downloading it, this thread can be locked or something, I got what I need (i think)
