A question about conversion mods and creating new world spaces in General

Hey so I was wondering about modding the Fallout 1 and 2 engines ( specifically Fallout 2 for obvious reasons )

How do people make conversion mods ? Obviously the source code isn't out yet. How do people make mods like Resurrection 1.5 and Fallout of Nevada ? Do they start with recoding everything or reusing everything with models and other textures, etc? If so for reusing, how do they obtain those models and textures ? The folders from the Steam download ?

Say if I had to make a conversion mod or a mod for Fallout 2, would I need to rewrite all the code for basic stuff ? ( Im not obviously going to make a conversion mod I'm just curious )

The script sources are in the BIS Mapper download. You can use the Sfall Script Editor to compile them.
The maps are edited with the BIS Mapper.
To get to the all the files, you need a tool to extract the necessary stuff from the master.dat file. You can use tools like the DatExplorer to do that.

You don't have to rewrite the whole game to make a total conversion. Only thing necessary is new maps and scripts, dialogues, etc.
