A question about perks....

Hm, well, I searched arround a bit but didn't find anything.

Here is my question.

I am playing Fallout 2, I am at lvl 9, and I want to get the "Better Criticals" perk which Requires 6 luck I beleive. I only have 5.

Now, Would it be possible for me to go and get luck increased to 6 by one of those stat increasing ways and get the perk while on level 9, or should I reload to level 8 and do that?

Edit:

Oh, and what is a weird brain alignment? I searched per's guide, but it didn't have anything about it...I searched forums and didnt find anything...apparently thats the only way I can increase my luck without a perk
 
Yes that would work, and the brain alignment/zeta scan thing is in Per's guide as well.
 
Available Perks are determined by your current Stats as calculated when you enter the Character Screen. So you could probably get some extra Perks with chems, too.
