A quick question about COCs

I understand that Richard Grey is the one who fell into the FEV and became the master, but how did a religion form around him? And why doesnt he dip them all when they are 4 floors above him? Is it something about only dipping worthy people?
 
If you play fallout again it should explain all of this in Hola-disks that you find at The Glow and at the Military Base (Mutant Military Base)

Also, the relegion is only a way to get humans to get dipped
He doesnt dip his tech most likely becuase they need to stay smart, and diping them would make them stupid...

Also, he doesnt dip everyone becuase if he dips radiated humans the result is very poor, thats why he wants the Vault Dweller, so he can have a fresh dip (Well, not so fresh becuase you've been wandering the wastes), and an entire vault to dip as well.
 
The entire religion was elaborated by the Master to cultivate a pool of normal human operatives in the wastes and to prepare the world for his coming. In 2151 Morpheus, a leader of a doomsday cult and a former members of the Rippers, a familiar gang of inbreds, was found by the Master's spies, and pledged his followers to him, forming the future core of the Children.

The COC is just a front to try and get as many humans to voluntarily expose themselves to FEV. Think of it as a more peaceful recruiting method than blatant kidnapping.

Though when I found out just what in the hell it was, I left that damned cathedral looking like Jonestown..

The Master learns the location of the Bakersfield Vault, Vault 12, and sends a detachment of super mutants there to seize the vault. Many ghouls are snapped like twigs in the attack, and Set finally parleys with the super mutants, telling them that the ghouls are the Vault survivors the super mutants are looking for. The super mutants, angered at failing to find an intact Vault, set up a small garrison at the watershed to watch the inhabitants and insure Set's... cooperation in the war to come.</blockquote>Thank you, drive through.
