After finishing the Brahmin Wood (first mission) quicksave and walk near BW until you get a random encounter like "Civilians" or better "Civilians and radscorpions".The men civilians have pistols and the women Neostad's.The "Civilians and radscorpions" encounter is better because the rads kill one to three women,otherwise you have to steal them.This occured to me more than once but before the patch.

Very true! This happened my first game and it was outstanding.

I tried it post patch, but never got enough random encounters to find one with Civilians and Scorpions. But that's okay, I was able to explore the map and steal some Pancor's instead. ;)
