Adding new perks?

First time out of the vault
Hello.

I'm not a modder myself as i know jack shit about coding, but while reading the thread about Magnus' weapon mod, i got an idea that i thought i'd share.

Would it be possible for a modder to add new perks to Fallout II? What i'm thinking of is a perk that's equivalent to Sniper and Slayer, but for thrown weapons. Could be named Grenadier or something like that. Think about it, how cool would it be to take out your enemies with a throwing knife to the eyes?

You know, that'd work nicely with some upgraded thrown weapons.
I'd suggest a few of re-skin jobs on the Throwing Knife. Just alter the colours really.

Poisoned Throwing Knife- adds poison on hit.
Advanced Throwing Knife- upgraded dmg, like Combat Knife compared to Knife.
Lightweight Throwing Knife- Only costs 3AP to throw.
Phosphorescent Throwing Knife- Combines properties of a throwing Knife and a lit Flare.

Yup, and next step will be Advanced Phosphorescent Throwing Knife of Poison, 20-40 dmg, adds 4 points of poison damage for 3 seconds (rounds?), +2 to all attributes and +50% dmg vs undeads? ;P

I was thinking... it's possible to change a perk and it's effects? If "yes", then you could "create" new perks by simply killing the Super-Useless ones and then changing name and use. Those "Gain Skillpoint" (except TAG!) perks are useless, as are some other perks. You easily have espace enough for adding new perks by modified old useless perks.

Fool! Where's the Armour Piercing abilty and Knockdown? ;)

Seriously though, Throwing Knives are craptastic. Sharpened Spears do more damage and are easier to get early on off of Robbers, Raiders etc. Plus they are much better at stabbing things too. The only really effective use of Throwing is vermin control on dogs/bugs and using Pulse Grenades on robots.
Unless you use the "Boost your crit chance as much as possible and fling 10 flares a round into the eyes" cheesy trick.

And with Grenades are not easy to replace unlike ammo. You kill some bad guys, there's a high chance they'll have more useful ammo than you used up.
Therefore what Throwing really needs is a common or re-useable utility weapon for higher levels.

EDIT:
D'oh! Magus's Weapons Redon mod lets you fling Combat Knives. That's what I'm talking about.

make new perks?

Yes, I am well aware that this is an old thread ...

But what would be the method for doing this?

*EDIT*
This perk does not need to be one that can be assigned to a player but rather to a peice of armour. This is how the Power armour adds it strength and Radiation resistance. I need to get too make two new perks for

Evironmental Armour
+60% Rad resistance
+60% Poision resistance

Evironmental Armour MKII
+90% Rad resistance
+90% Poision resistance

Note: the above figures are the same as used in FOT

It is interesting you should ask about "perks" as there are several which no one seem to know anything about, to say nothing about changing them arounds into something different. For instance, there are no descriptions for the following since they are weapon related.

Weapon Long Range; My Guess:+20% chance to hit with weapon

Weapon Accurate; My guess +40% chance to hit with weapon

Weapon Penetrate; Ignores armor completely or partially???

Weapon Knockback; No help needed Self explanatory

Weapon Scope Range; I need help with this one, what is the bonus??

Weapon Fast Reload; used on speedloader for what bonus??

Weapon Night Sight; Need help with this one. Quick easy guess is something like Nightsite perk

Weapon Flameboy; Not sure on this one....Does it make it easier to hit or does it do extra damage or both??

Weapon Enhanced Knockout Probably uses in the "boxing" gloves, once again though what is the bonus??

When you create a new weapon pro you get to add a perk to the weapon. those perks are used for weapons not the player.

You can now add new perks using timeslips sfall program.
