Adding perks with the Character Editor

I hope this is the right board for this question, but If you use the Character editor and load yourself with Perks, are the enacted or do some not activate? I was curious becuse I felt some did not activate when I selected them.
 
You have to follow the rules precisely for the perk or it gets cancelled out. If you played the game without cheating you'd know what these were.

In fallout 1 you can only use a # of perks but in fallout 2 you can use them all. I found this out when I used a editor.
