Does alcohol have any purpose in the game at all?
I think I have tried it before, but since I just started up Fallout again I thought "oh yeah lets get drunk" but failed. I think I got 10 liquors and thought "I would have been dead by now" so I checked out the character screen nothing happened...

I also tried getting other people drunk... Nope

It does? Didn't notice that at first. I was only looking on "poisoned" and Agility when testing...

Which means: drinking everyone I want to kill before a fight will have a hard time aiming too?

Yup, haha... Almost anyone who's not instantly hostile takes it. Or anything else like drugging people... It's a plan I have. Getting a lots of drugs and give it to some guys I wanna kill (my character is very weak, but smart) and wait for their side effects to start. I just need to figure out how long I should wait. Or if anyone knows just tell me...

I prefer the death by super stimpack myself as it doesen't require actually initiating combat but this drug weakening tactic is definatly interesting.
