An error when trying to start the game

First time out of the vault
it says:
c:\dev\phoenix\display\directx7\dd7_display.cpp(715): **fatal error**: could not create primarey and back surfaces

Anyone know what this means? the game works if i restart the computer, but still kinda annoying.

edit: then it says:
runtime error! program: c:\spel\fallout tactics\bos.exe abnormal program termination
