Another bothersome question

I was wondering, is it possible to modify the random encounters in any way shape or form. Could you make them less random perhaps? Or change things around a bit within them? Just wondering, where would all this information be stored? Thank you for tolerating me.

Yes, you can.
Copy/paste to a new file and put your name instead of the original creator :D

Actually, the first one I saw putting the '~' was Smackrazor.
