First time out of the vault
I was so busy infiltrating Navarro, I forgot to find Chip's spleen. When I got back to San Francisco I immediately started looking for it. Found it, so I need to talk to Chip now.
But he's gone.
I tried waiting, even a few days, and he ain't where he's supposed to be, according to this: http://fallout.wikia.com/wiki/Get_Chip's_spleen
Can he be found elsewhere? Or did he die due the absence of the spleen?
