yes, why not... in fact, i think about how it could work after posted the first message 
If FO3 is between FO and FO2, it's true that you cant kill Tandy for example... well, the simpliest solution is to not play in FO and FO2 towns and map (that's the solution for the ones who want to go out from california ! hahaha !) Or else, you dont care about killing Tandy, and if you kill her, just say "i'll not kill her in my next game..." Why not... i dont know... i didnt really think about it...

Y'know, we could have FO3 in the midwest, as Cassidy said in one of his float text. It would be interesting to see other locales and towns. Come to think of it, why don't we move FO3 to let's say, maybe DC? Or even China or Alaska. It would be cool to see a snowy and icy Fallout environment.We have seen the deserts and although they still look great , a change wuold be better. Can we also have more Vertibirds, ones that the character can fly in.

snow-covered landscapes are strange in FO, i think... i didnt know what to think when i saw a FT screen with snow... move to another place is an idea which is often say... why not...
