Another medical question ... changed stats

In the Fallout pure RPGs, using Healing Herbs was not a big deal. Sure, they make you sleepy and lower your Perception for a while, but combat is rare enough that the effect usually wears off after one or two fights.
In Tactics, my main character uses Herbs once in a while ... his 10 Perception has been reduced to 6 and shows no signs of ever going back up. Several of my other squaddies are down 1 or 2 points each. This sucks.
I imagined that this would wear off with the passage of time. I guess I should try using the Doctor skill on these poor sleepy chumps (as with Bandaged), but the idea of using a doctor to *counteract* the effects of a healing substance seems kind of idiotic. Counter-intuitive, so say the least.

For healing powder it's just time.

After the mission (use healing after mission or only durring if you must) then walk round the town circle where their are no encounters, few days you should be fine.
