The hard way:
1. Extract a sound file with any undat program.
2. Use the acm2wav utility on it.
2.5. You may have to double the frequency here (halve the bitrate).
3. Use any wav to mp3 converter on the result.

I don't suppose there's a happy place where the sun never sets and kittens are everywhere, extracted fallout files are laying around?
