AP prob.....

Gives yourself the 99 AP like you said, give yourself 255 ranks of the "bonus move" perk with Falche, mod the solar scorcher to do 9999 damage with a 99 range and only 1 ap to do a 50 round burst fire (make the weapon ammo capacity 99999, and make it appear to be a rifle on your character so the burst fire works) and put that in your game, and you'd definitely be able to take out any map in one turn

Trainers:

Here you have 2 trainers from Razor 1911 and ThUQay

They work with AP among other things, so you should try them (I don't remember using them, but you can try).

FYI: The trainers are little programs that modify memory offsets to make, for example, action points, helath, ammo, time, infinite. They're very easy to use.
