Water Chip? Been There, Done That
This has probably been said, uh somewhere, on this board but after reading a lot of half ass ideas (and some good ones) i think this is one most people will agree to. They should make the AP system better. I mean when i have an NPC standing in the middle of a group of enemies what does he/she do. Well the NPC shoots someone, maybe kills the target. And what does that NPC do after that. He just stands there waiting to get a bullet up his ass. Even if he has sufficient AP left to do another attack. So fix this so that NPC's use up there AP's and not stand around waiting to get killed.

That goes more under the NPC AI heading.

If the NPC has APs left after shooting an enemy, it can do the following things:

a) Just stand there (we already have this implemented)
b) Select new target and fire
c) Get out of other NPC's line of fire.

From my personal experience, I personally vote for c) :-)
 
To me it actually doesn't matter if it would be B or C but certainly not A.

I would prefer it if the NPC had better AI overall, I mean they can be pretty frustrating (had to reload a pretty hard encounter which I was winning, cause Sulik decided to kill Cassidy by using burst mode on the enemy while Cassidy was in front of him). But yeah I can see where you're coming from.
 
Another option that would be nice, is to move before firing so they don't shoot you or another NPC.
Maybe they could move closer if they were going to burst as well.
